The QA/QC Engineer is responsible for establishing, monitoring, and enforcing the project’s Quality Management Plan. The scope covers verifying the technical compliance of civil foundations, high-voltage substation equipment, 110kV cable laying, and BESS installations. The role focuses on preventing technical defects, managing non-conformances, and systematically compiling the comprehensive As-Built Documentation (Executive Documentation) required to pass the State Acceptance Committee (ДПК) for Act 16.

 

We are currently looking for a QA/QC Engineer to join our Construction team, in the project BESS Targovishte, Bulgaria.

 

Your role will encompass:

 

  • Quality Control & Field Inspections: Implement the project Inspection and Test Plans (ITP) for all civil, electrical, and structural works. Conduct regular on-site inspections alongside the Civil, HV, and LV/MV Engineers to verify that subcontractors adhere to approved drawings and specifications. Witness critical quality milestones, such as concrete pouring tests, steel reinforcement check-offs, high-voltage cable testing, and grounding grid verifications.
  • Material Verification & Receiving Inspection: Inspect incoming high-value materials and components (BESS racks, 110kV transformers, switchgears, structural steel) upon arrival. Review and approve material quality certificates, declaration of performance docs, and factory acceptance test (FAT) records before equipment installation. Reject non-compliant or damaged materials and manage the quarantine process.
  • Defect Management (NCR Process): Identify, document, and issue Non-Conformance Reports (NCR) to subcontractors when work falls short of standards. Monitor the implementation of corrective and preventive actions (CAPA) and sign off on completed re-works. Track quality KPIs and report recurring defects or technical risks to the Site Manager.
  • As-Built Documentation & Act 16 Preparation: Audit and organize the complete Technical Documentation Archive on a weekly basis to prevent delays at the end of construction. Coordinate with subcontractors and the external Construction Supervisor to ensure all regulatory acts (Act 11, Act 12, Act 14, Act 15) are signed with zero missing data. Package and audit the final As-Built package (Executive Documentation) to guarantee a smooth inspection by the State Acceptance Committee (ДПК).

 

What you bring to the role:

 

  • Bachelor’s or Master’s degree in Engineering (Civil, Electrical, Mechanical, or Quality Management in Construction)
  • Minimum 3–5 years of QA/QC experience on large energy projects, high-voltage substations, or complex industrial infrastructure.
  • Professional working proficiency in Bulgarian; good technical English (essential for evaluating international vendor certificates and writing international-grade quality reports).
  • Deep understanding of quality standards (ISO 9001) and technical documentation management. Solid familiarity with the Bulgarian regulatory framework (ЗУТ) regarding the structural and electrical acts required for Category 1/2 structures.
  • Ability to read and interpret complex multi-disciplinary blueprints (civil, electrical schematics, structural specs). Specialized certifications in welding inspection (e.g., IWI/EWI) or non-destructive testing (NDT) are a significant asset.
  • Obsessive Attention to Detail: A great QA/QC engineer notices the tiny flaws that others skip—a minor crack in concrete, a missing stamp on a certificate, or a slightly loose bolt torque. They must be deeply meticulous.
  • Uncompromising Professional Objectivity: The candidate must prioritize technical standards and contract specifications over site speed. They must be capable of rejecting sub-par work from powerful subcontractors firmly and factually, without backing down under timeline pressure.
  • Highly Systematic and Structured: Managing thousands of material certificates, test loops, and regulatory acts requires an organized mind. The engineer must love data structure, clear archiving, and neat documentation.
  • Analytical Problem Solver: When a test fails (e.g., concrete cylinder strength or a cable insulation test), the QA/QC engineer shouldn't just point out the problem. They must work analytically with the site engineers to identify the root cause and find a permanent technical solution.
