We are currently looking for a Site Manager to lead our BESS Construction team in Kyustendil, Bulgaria.

 

The Site Manager is responsible for the overall execution, coordination, and management of the construction site. This includes the deployment of the Battery Energy Storage System (BESS), a 33/110kV step-up substation, a 110kV cable line, and the grid interconnection bay at the ESO (Electricity System Operator) substation. The role ensures the project is completed safely, on time, within budget, and successfully transitioned through all regulatory stages to official commercial operation (Act 16).

 

Your role will encompass:

 

  • Site Leadership & Team Management: Organize, lead, and supervise a multi-disciplinary site team of engineers and specialists. Identify staffing needs, recruit talent, and onboard site personnel. Define clear daily tasks, responsibilities, and performance targets for the team.
  • Subcontractor & Progress Control: Manage, monitor, and control all on-site subcontractors and vendors. Ensure all works (civil, electrical, mechanical) strictly align with project schedules. Inspect work quality to guarantee compliance with engineering designs and technical specs.
  • Stakeholder Coordination & Meetings: Lead and participate in regular site coordination and progress meetings. Collaborate closely with designers, engineers, construction supervisors (Construction supervision), and local authorities. Interface with ESO (ЕCO) representatives to ensure smooth grid connection works.
  • Reporting & Documentation: Compile and deliver comprehensive monthly progress reports for the Client. Maintain accurate daily site logs, incident reports, and construction documentation. Track project milestones, identify potential delays, and implement corrective actions.
  • Commissioning & Grid Interconnection: Lead the Permitting Process: Coordinate and drive the entire process for obtaining Act 15 and Act 16.State Acceptance Committees: Serve as the primary site representative during inspections by the State Acceptance Committee (ДПК).
  • Testing & Energization: Oversee pre-commissioning, commissioning, and cold/hot testing phases for the BESS, the 33/110kV substation, and the 110kV cable line.
  • ESO Integration: Coordinate final synchronization, energization, and operational testing with the Electricity System Operator (ESO) to achieve official commercial operation. As-Built Documentation: Ensure the site team and subcontractors complete and organize all as-built documentation (Executive Documentation) required for the final handover.
  • Health, Safety & Environment (HSE): Enforce zero-harm HSE policies and ensure full compliance from all workers on site. Conduct regular safety walks, risk assessments, and toolbox talks.

 

What you bring to the role:

 

  • Degree: Bachelor’s or Master’s degree in Electrical Engineering, Power Engineering, Civil Engineering, or Construction Management.
  • Experience: Minimum 5–7 years of experience as a Site Manager or Construction Manager in large-scale energy infrastructure projects (e.g., high-voltage substations, wind/solar farms, or large industrial plants).
  • Grid Connection Experience: Proven track record working with high-voltage systems (110kV or higher) and familiarity with Bulgarian grid connection procedures (ESO/ЕРП regulations).
  • Language Skills: Professional working proficiency in both Bulgarian and English (written and spoken).
  • Technical Skills & Regulatory Knowledge: Deep practical knowledge of the Bulgarian regulatory framework governing the commissioning of energy infrastructure (ZUT procedures for Category 1/2 structures). Proven experience in successfully leading projects through State Acceptance Committees (ДПК) to secure Act 16.Familiarity with ESO's technical requirements and protocols for the energization and testing of high-voltage equipment. Proficiency in MS Project or Primavera P6 for schedule monitoring. Competency in reading complex electrical schematics, civil designs, and single-line diagrams.
  • Key Personal Qualities & Competencies: To successfully manage a high-stakes utility project like this, the ideal candidate must possess specific leadership, organizational, and psychological traits:
  • High Authority & Command Presence: Must be firm yet diplomatic. Managing subcontractors, heavy machinery operators, and specialized engineers requires someone who can command respect and handle conflict decisively. Exceptional
  • Organizational Skills: The role requires juggling multiple distinct projects simultaneously (battery installation, building a substation, laying high-voltage cables, and working inside an active ESO substation). High multitasking and prioritization capabilities are mandatory.
  • Problem-Solving Resilience: Large construction sites face constant unpredictable challenges (weather delays, supply chain issues, design mismatches). The candidate must be solution-oriented and remain calm under extreme pressure.
  • Administrative and Bureaucratic Acuity: Securing Act 16 changes the profile of the ideal candidate. They must understand the legal closure of a project in Bulgaria and maintain professional, constructive relationships when dealing with institutional inspectors and ESO engineers.
  • Strict Attention to Detail: High-voltage energy projects have zero tolerance for errors. A strong commitment to quality control and strict adherence to safety protocols is critical. Strong Communication & Cultural Adaptability: The manager must seamlessly switch communication styles—from direct, raw conversations with site workers to highly professional, technical, and structured reporting during executive meetings with foreign clients or institutional supervisors.
