At METLEN Energy & Metals, we are catalysts for a sustainable future, positioned at the forefront of the energy transition while being a reference point for competitive green metallurgy at both the European and global levels. We are a global industrial and energy company operating across two highly interconnected and complementary sectors: Energy and Metals. We are committed to embracing new state-of-the-art technologies and advancements, propelling us towards a cleaner, brighter tomorrow. Our positive footprint extends across five continents, creating a lasting impact. At METLEN, we foster a culture of resilience, challenge, respect, excellence, and change, empowering our diverse workforce to achieve remarkable outcomes.

We are currently looking for a Civil Engineer to join our Construction team, in the project BESS Targovishte, Bulgaria.

The Civil Engineer ensures that all structural and civil work for the project are executed safely, with premium quality, and according to engineering designs. The scope covers foundation works for the Battery Energy Storage System (BESS) containers, the structural build of the 33/110kV step-up substation, trenching/excavations for the 110kV cable line, and structural installations at the ESO connection bay. The role supports the Site Manager from initial ground-breaking up to the final Act 15/16 handovers.

Your role will encompass:

  • On-Site Construction Supervision: Supervise all civil engineering works, including earthworks, foundations, drainage, access roads, and structural concrete/steel layouts. Monitor daily civil subcontractor performance to ensure strict compliance with approved blueprints and technical specs. Inspect materials arriving on site (concrete quality, steel reinforcement, cabling conduits) to confirm they match project benchmarks.
  • Quality Control & As-Built Documentation: Perform regular quality checks, geometric controls, and structural alignments on site. Prepare, collect, and verify all necessary structural test reports, concrete laboratory results, and compliance certificates. Compile and update the civil portion of the as-built documentation (Executive documentation) required for official handovers.
  • Administrative Milestones (Act 11 to Act 15): Prepare and co-sign mandatory regulatory site acts under Bulgarian law (Act 11, Act 12 for hidden works, Act 14 for structural acceptance). Cooperate closely with the external Construction Supervisor to ensure seamless legalization of all civil structures. Assist the Site Manager in preparing the site infrastructure for the State Acceptance Committee (ДПК) to achieve Act 16.
  • Progress Reporting & Design Coordination: Track and report daily civil construction progress, quantities of work completed, and material consumption to the Site Manager. Identify discrepancies between design drawings and actual field conditions, and coordinate solutions with the design team.

What you bring to the role:

  • Degree: Bachelor’s or Master’s degree in Civil Engineering.
  • Experience: Minimum 3–5 years of site experience supervising civil works on industrial projects, substations, wind/solar farms, or heavy infrastructure.
  • Language Skills: Professional working proficiency in Bulgarian; good technical English (capable of reading international designs and writing short progress updates).
  • Practical experience working under the Bulgarian Spatial Development Act (ЗУТ) and handling Category 1 or 2 project documentation. Strong ability to read and interpret complex civil, structural, and geotechnical drawings. Familiarity with surveying equipment (Total Station, GPS, levels) to double-check subcontractor benchmarks. Basic proficiency in AutoCAD for checking dimensions and technical cross-sections.
  • Uncompromising Eye for Quality: Civil mistakes in high-voltage environments (like uneven BESS container foundations or poor substation drainage) lead to catastrophic long-term failures.
  • The candidate must be meticulous about technical compliance. Assertive Contractor Management: Must be confident when dealing with civil subcontractors, rejecting sub-par work, and demanding corrections on the spot without causing project delays.
  • Proactive Problem Solver: Heavy excavations and cable trenching always reveal unexpected underground obstacles or soil variations. The engineer must actively propose quick, practical solutions to the Site Manager.
  • High Technical Rigor: Capable of maintaining calm, logical, and structured arguments when technical debates arise with the designers or the Construction supervision.

Share the same Value Based Behaviors:
